WHAT ARE THE ZERO POINT OFFENDER REQUIREMENTS?
The following CRITERIA Make up the § 4C1.1 ADJUSTMENT REQUIREMENTS
In order to qualify for the two-level reduction under Amendment 821, Part B, defendants must not have:

No terrorism adjustment under § 3A1.4

No Use of violence or credible threats of violence in connection with the offense

No death or serious bodily injury because of the offense
-
Not a sex offense
-
Defendant did not cause substantial financial hardship
-
No use or possession of firearm or other dangerous weapon in connection with the offense, including inducing another person

No civil rights offense under § 2H1.1

Not a hate crime
-
No adjustment under § 3A1.1 (Vulnerable Victim), § 3A1.5 (Serious Human Rights Offense)

Defendant did not receive an adjustment under §3B1.1, and was not engaged in a continuing criminal enterprise, as defined in 21 U.S.C. § 848.
